Chuck is an Associate and project manager in Vanderweil Engineers’ Building Performance Group, where he leads Vanderweil’s energy audit practice and specializes in decarbonization of existing buildings. With a background in mechanical engineering and energy policy, he helps owners to lay out practical road maps to deep carbon savings and net zero emissions, always keeping in mind capital budget constraints and timelines. Chuck has worked on dozens of LEED-certified projects, multiple net-zero-energy projects, and, most recently, energy master plans for several public & private campuses over 1 million square feet.


As the subject matter expert in electrification at National Grid NE, Kevin Silveira’s responsibilities include: developing electrification program pathways, developing energy saving calculators for new electrification projects, developing/reviewing electrification projects while continuing to improve upon National Grid’s electrification programs and offerings.
Previously, Mr. Silveira was the Director of Electro-Mechanical Services at RISE Engineering where his responsibilities included: managing all heat pump related projects at RISE which incorporated designing layouts, heat load calculations, and savings analysis for heat pump projects. Before being the Director of Electro-Mechanical Services at RISE Engineering, he was an Energy Engineer at RISE Engineering. Mr. Silveira’s responsibilities included performing energy audits, calculating energy savings, energy modeling (EQUEST and HAP), heat load calculations, and performing steam trap surveys across several states.
Mr. Silveira joined RISE Engineering as an energy engineer in 2012 after working as a junior HVAC engineer at Williams Notaro in Fairfax, VA. He graduated from the University of Rhode Island (URI) with a Bachelor of Science (BS) degree in Mechanical Engineering.
He has passed the NCEES Professional Engineering Exam in mechanical engineering and is a registered PE in Rhode Island. He is also a Certified Energy Manager (CEM). Mr. Silveira is a member of AEE and is on the board of the Fundacao Faialense a College Scholarship Charity.
