Massachusetts solar photovoltaic (PV) installations have dramatically inceased in size and numbers in recent years. Currently there are thousands of PV installations in MA totaling over 560 MW of installed capacity.  The PV industry in MA includes dozens of PV firms that design, finance, and/or install systems of all sizes.  In this session, attendees with learn about the policies and incentives that have driven this MA PV boom.

Presenters:  Michael Judge and Fouad Dagher

Michael Judge is the Associate Manager of the Massachusetts Renewable Portfolio Standard (RPS) Programs and has managed the state’s RPS Solar Carve-Out Program since 2010. In this role, Michael provides market participants with up to date information, and assists in the drafting of program regulations, guidelines, reports, and other related studies. Prior to his time at DOER, he worked at the Massachusetts Clean Energy Center on the implementation and administration of their solar rebate programs. Michael is a graduate of the University of Massachusetts Amherst.

Fouad Dagher is the Director of New Products and Energy Services in the Customer and Business Strategy Organization at National Grid USA. Among other duties, Mr. Dagher is also responsible for National Grid’s Power Quality program and for developing large scale solar generation across National Grid’s US service territory.  Mr. Dagher earned his Bachelor of Science and Masters of Science in Electrical and Energy Engineering from the University of Massachusetts Lowell. He attended Northeastern University for Post Graduate studies in Electrical Engineering.  Fouad Dagher is a registered Professional Engineer in Massachusetts and Vermont.
